NORWAY PQC SPOTLIGHT: EARLY QUANTUM TRANSITION, NO NATIONAL MANDATE

Norway’s digital ecosystem is one of the most mature and trusted in Europe. The country is now entering an early but serious quantum-transition phase.
The government has begun developing a national quantum technology strategy for publication in 2026, supported by the Research Council of Norway, Innovation Norway and the Norwegian National Security Authority (NSM). Investment is also increasing, including NOK 244 million awarded to four national quantum research centres.
NSM’s cryptographic guidance already tells organisations to maintain cryptographic inventories, build crypto-agility and establish migration plans for quantum-resistant cryptography. It also recommends hybrid key establishment using ML-KEM alongside a classical scheme.
More significantly, in June 2026 NSM urged organisations to address the quantum threat by 2030 and reiterated its recommendation to transition to quantum-resistant cryptography.
That matters.
Norway does not currently have a publicly documented, binding national PQC mandate or a Norway-specific regulatory migration roadmap. But that should not be confused with an absence of direction.
NSM has effectively established a transition horizon.
The distinction is between authoritative national security guidance and enforceable regulatory obligation.
Norway’s exposure is also tangible. Offshore energy infrastructure, finance and digital identity, maritime and transport systems, government services and defence research all depend on cryptography protecting information and infrastructure with potentially long operational or confidentiality lifetimes.
The forthcoming national quantum strategy may provide greater policy direction, but it should not automatically be assumed that it will constitute Norway’s PQC migration roadmap.
Bottom line:
Norway has no binding national PQC mandate, but it is no longer simply preparing for the quantum transition.
NSM is already directing organisations towards quantum-resistant cryptography and a 2030 transition horizon.
The missing layer is not technical direction.
It is national policy, sector-specific obligations and enforcement.
