🇦🇪 UAE PQC Spotlight: High-Value Targets Meet Global Leadership in Quantum Readiness

The UAE is a high-maturity digital state with world-class infrastructure, aggressive AI adoption, and strong cybersecurity regulation. Recognizing its exposure as a global hub, the UAE moved decisively into action. In late November 2025, the UAE Cybersecurity Council approved the National Encryption Policy and Executive Regulation No. 71 of 2024, legally mandating Post-Quantum Cryptography (PQC) migration.


Government Posture: Global Pioneer in Mandatory Migration

The UAE's digital-government architecture protects critical systems like UAE Pass, Smart Dubai/Abu Dhabi platforms, and national infrastructure. Regulation 71 requires government entities and vital sector operators to transition away from legacy standards like RSA and ECC.


Entities must follow a structured sequence from an initial Call for Migration to a formal Migration Audit.

Key pillars include:

• Mandatory Transition Plans: Entities must submit approved migration roadmaps.

• Automated Discovery & National Inventory: Manual inventory is prohibited. The Cybersecurity Council deployed the sovereign QuantumGate Crypto Discovery Tool (CDT) to feed real-time data into a national PQC index.

• Crypto-Agility by Design: New systems must support algorithm swaps and key rotations without downtime.

• HNDL-Driven Prioritization: Targets "Harvest Now, Decrypt Later" risks for data requiring 10-20 year confidentiality.


Quantum Risk Profile: High-Value, High Exposure

• Energy & Oil/Gas: Multi-decade data retention across IT/OT boundaries demands rapid PQC adoption.

• Aviation & Transport: Hub status creates interception risks across identity, ticketing, and logistics.

• Finance & Sovereign Wealth: Massive financial flows require immediate protection against HNDL operations.

• Smart-City Infrastructure: IoT-dense environments generate continuous encrypted traffic requiring long-term security.


Cybersecurity Strengths & Bottom Line

The UAE maintains strong regulatory enforcement, heavy cyber-talent investment, and mature CERT operations—building on foundational work like TII's 2021 PQC library release.


The UAE recognized its exposure as a digitally advanced target and responded by becoming a first-mover in mandatory PQC migration, setting a global benchmark for national-scale quantum readiness.
