This week closed a loop opened the week before and started several new ones. Nine days after an AWS cryptographer's preliminary algorithm reopened questions about the mathematics beneath ML-KEM, a formal, machine-checked refutation from researchers at MIT, Stanford and Google Quantum AI closed that question decisively, evidence that provenance disputes in post-quantum cryptography can now resolve in a fortnight rather than years. Away from the mathematics, governance and industrial structure moved on their own separate tracks: a US state government stood up formal quantum coordination machinery, a Taiwanese contract manufacturer signed on to industrialise quantum computer production, a hyperscaler shipped post-quantum cryptography into consumer secure boot at retail scale, and a French quantum hardware company solved an on-chip control problem central to scaling neutral-atom systems. Coverage this week spans the United States, France, Canada, Taiwan, South Korea and Australia, alongside the international cryptographic research community. No confirmed in-window signal emerged from the United Kingdom, the European Union beyond France, the GCC, China, India, Singapore, Africa or Latin America.

The Detail: On 10 August, Utah Governor Spencer Cox signed Executive Order 2026-06, establishing the Utah Quantum Initiative and a Quantum Coordination Council led by the Governor's Office of Economic Development, with the Nucleus Institute invited as co-lead. The council draws representatives from state government, higher education and industry, and must deliver a statewide quantum landscape report by 30 March 2027 mapping research infrastructure, manufacturing capacity and workforce assets. The order cites Utah's semiconductor and advanced manufacturing base and defence assets, including Hill Air Force Base and Dugway Proving Ground, and positions the state to compete for funding under President Trump's 22 June Executive Order 14413, "Ushering in the Next Frontier of Quantum Innovation." Utah's order takes effect immediately and runs through 31 December 2028.

Why it matters: State-level quantum coordination structures are becoming a template, not an isolated event. Risk and procurement functions operating across multiple US states should expect analogous councils, landscape reports and workforce mandates to appear on a rolling basis rather than as one-off announcements. The order commits Utah to a public report by March 2027, giving industry and governance functions a fixed date against which to test whether coordination translates into funded infrastructure or remains declaratory.

The Detail: On 10 August, Pasqal stated it achieved the first on-chip neutral-atom qubit trapping using laser light generated by a photonic integrated circuit, generating four optical micro-traps from a single photonic chip inside a quantum processing unit and trapping four rubidium atoms. The company states atom lifetimes of approximately 27.5 seconds matched its existing bulk-optics systems, achieved less than eighteen months after Pasqal's acquisition of Aeponyx. Pasqal states the architecture is designed to shrink future processors' optical footprint by up to fifty times and aims to scale toward systems exceeding 10,000 atoms and 100 logical qubits.

Why it matters: Replacing bulk optics with photonic chips is a manufacturing and cost problem as much as a physics one. If Pasqal's claimed footprint reduction holds at scale, it changes the capital cost and facility requirements for neutral-atom systems specifically, a modality several sovereign programmes, including Israel's Project Nexus tender covered in the prior edition, may evaluate. Procurement teams assessing neutral-atom platforms should treat this as an early-stage engineering result requiring independent replication, not a manufacturing capability available today.

The Detail: On 11 August, QuSecure and Carahsoft stated QuSecure's QuProtect R3 post-quantum cryptography and cryptographic-agility platform was added to Carahsoft's GSA Schedule contract, giving US federal agencies a direct acquisition path. QuSecure states the platform provides an external cryptographic control plane enabling policy-based algorithm changes without altering application code. Garfield Jones, QuSecure's Senior Vice President of Research and Technology Strategy, said the addition helps agencies "move from planning to execution on post-quantum security." Federal guidance sets 31 December 2030 as the deadline for key-establishment upgrades and 31 December 2031 for digital-signature upgrades on high-value federal systems.

Why it matters: GSA Schedule placement is a procurement-mechanics signal, not a technology signal. It shortens the contracting cycle for federal agencies that already have crypto-agility budget approved but lack an acquisition vehicle. Agencies and their vendors should treat the 2030 and 2031 dates as fixed procurement deadlines that now have at least one accessible contract vehicle attached, removing one previously cited obstacle to starting migration work.

Quantinuum stated it demonstrated near five-nines logical fidelity on its Helios system using a new quantum error correction code family, announced a partnership with Oracle to deploy Helios as an Oracle Cloud Infrastructure service, and signed a letter of intent with the US Department of Commerce's CHIPS R&D Office to strengthen onshore trapped-ion supply chains. CEO Rajeeb Hazra said the company holds "over $2 billion in cash" to fund continued investment.

Why it matters: A CHIPS R&D Office letter of intent is a supply-chain sovereignty signal distinct from the earnings figures around it, indicating the US government is treating trapped-ion manufacturing capacity, not only algorithm development, as a domestic-resilience concern. The GAAP net loss of $597 million against $2.1 billion in cash gives boards and investors a concrete run-rate reference point for evaluating other quantum hardware companies' capital adequacy claims, rather than relying on vendor-stated cash positions in isolation.

The Detail: On 12 August, Google introduced the Pixel 11 series alongside its new Titan M3 security chip, which the company states brings post-quantum cryptography to secure boot for the first time in a Google phone. Titan M3 works with the custom Tensor G6 processor; Google states the chip adopts the US National Institute of Standards and Technology's post-quantum cryptography standards and that Pixel 11 is its first phone to meet them. The phones are available for pre-order now and reach retail on 20 August.

Why it matters: Secure boot is a harvest-now-decrypt-later-adjacent but distinct problem, protecting device integrity at power-on rather than data in transit, and moving it to PQC at consumer hardware scale is a different order of deployment maturity than browser or server-side hybrid key exchange. Organisations managing mobile device fleets should confirm whether their device-management and attestation tooling recognises PQC-secured boot chains, since verification infrastructure built for classical secure boot may not validate the new signatures correctly.

Treating every government quantum-funding announcement as equivalent in weight obscures the real difference between a six-figure software grant and a billion-dollar procurement tender. Organisations tracking Canadian quantum policy should distinguish NRC challenge-programme grants, which are competitive and modest, from the larger federal and provincial infrastructure commitments covered in prior editions.

The companies state joint engineering work is already under way, aimed at making future quantum computers "more modular, manufacturable, and scalable." No financial terms were disclosed.

The Detail: On 13 August, BTQ Technologies stated it signed a memorandum of understanding with ITCENGLOBAL, the holding company of Korean IT services group ITCEN, through ITCEN's security-platform subsidiary ITCEN PNS. ITCENGLOBAL reports consolidated revenue of approximately KRW 8.9 trillion (approximately US$6 billion) for fiscal year 2025 across roughly twenty subsidiaries. The MOU establishes a framework to integrate post-quantum cryptography, quantum-safe authentication and next-generation security infrastructure for Korean and international markets, building on ITCEN PNS's Korean post-quantum cryptography capabilities and its participation in the Korea Internet & Security Agency's Zero Trust pilot programme. This is separate from ITCEN PNS's EdgeCrypto product clearing KCMVP hybrid-PQC certification, reported in Korean press on 29 July and flagged as unconfirmed in the prior edition; this week's MOU is a newly dated commercial agreement, not a restatement of that certification.

Why it matters: An MOU with a KRW 8.9 trillion conglomerate operating roughly twenty subsidiaries gives a smaller PQC vendor potential distribution reach across Korean banking, public-sector and enterprise infrastructure that would otherwise take years to build account by account. The commercial significance depends entirely on what follows the MOU stage, which by itself commits neither party to deployment, budget or timeline. Governance functions should track whether this converts into named deployments within Korean financial institutions before treating it as evidence of market traction.

The Detail: On 14 August, Quantum Australia, the national quantum growth centre funded by the Department of Industry, Science and Resources, released independent modelling by Avant Group showing its national programmes generated AUD $83.1 million (approximately US$54 million) in net present economic value over five years, more than six times the public investment mobilised, with total benefits estimated at AUD $97.2 million once broader flow-on effects are included. The organisation states its programmes helped create 15 quantum companies, established 110 industry-research partnerships and facilitated more than AUD $50 million in grant funding. The findings were released at the first Quantum Australia Showcase at New Parliament House, Canberra, where six early-stage ventures, FeBI Technologies, QFactorial, SpaceCoLAB, Quantum Lock, Gridstate and Cirnetiq, presented to policymakers and investors.

Why it matters: Avant Group's independent modelling gives Australia a citable, third-party return-on-investment figure that many national quantum programmes lack, and governance functions in comparable jurisdictions should note the methodology, net present value over five years across mobilised funding, private investment and signed commercial contracts, as a template for justifying continued public quantum spending to legislators. The "more than six times" and AUD $97.2 million figures should be read as Avant Group's modelled estimate, commissioned by Quantum Australia, not as independently audited fact, when cited in comparative policy analysis.

🌐 Global - Formal Refutation Shows AWS Cryptographer's Dihedral Coset Problem Algorithm Does Not Work

The Detail: On 15 August, the International Association for Cryptologic Research's news page carried a formal note by Aparna Gupte (MIT), Seyoon Ragavan (Google Quantum AI and MIT) and Mark Zhandry (Google Quantum AI and Stanford), titled "The ePrint:2026/1591 Quantum Algorithm Does Not Solve DCP," refuting the preliminary polynomial-time quantum algorithm for the Dihedral Coset Problem that Daniel Simon of AWS posted to the IACR Cryptology ePrint Archive, publicly listed 6 August and covered in the prior edition. The authors state they show formally, not merely by critiquing Simon's proof, that his algorithm does not extract the least-significant bit of the DCP secret with non-negligible advantage and therefore cannot solve DCP; their result generalises to a broader class of algorithms following Regev's reduction template. The authors published a Lean 4 formal specification and machine-checked proof alongside the note, stating Simon's algorithm can be implemented using only the top third of its classical Fourier labels, which their proof shows is insufficient for the reduction to succeed.

Why it matters: This is the second time in three weeks a foundational PQC provenance question has resolved definitively rather than lingering unresolved, following HAWK's withdrawal. The resolution mechanism, a machine-checked formal proof released alongside the paper rather than years of accumulated peer scrutiny, is itself the structural story. Boards and standards bodies that treated Simon's paper as an open question requiring monitoring in the prior edition can now close that specific item. The more durable governance lesson is that the cryptographic community's verification cycle for extraordinary claims against lattice-based PQC foundations is now running in single-digit days when a formal, machine-checked approach is used, and organisations should ask whether their own internal risk-monitoring cadence for such claims comes anywhere near that speed.

🌐 Global Sweep - Provenance Resolved, Manufacturing Industrialises, Governance Goes Sub-National

The Detail:

  • Standards provenance: a formal, machine-checked refutation from MIT, Stanford and Google Quantum AI researchers closed the question left open by Daniel Simon's preliminary Dihedral Coset Problem algorithm, itself covered in the prior edition, the second PQC foundational challenge in three weeks to resolve definitively (6-15 August).

  • Supply chain industrialisation: Quantinuum signed a letter of intent with the US Department of Commerce's CHIPS R&D Office (11 August) and a manufacturing collaboration agreement with Taiwan's Quanta Computer (13 August) within the same week, both aimed at onshoring and scaling trapped-ion hardware production rather than algorithm development.

šŸ”® SITG-Consulting COMMENT - THE WEEK'S REAL SIGNAL

The week's real signal is the speed of the correction, not the correction itself. Aparna Gupte, Seyoon Ragavan and Mark Zhandry did not spend months building consensus against Daniel Simon's Dihedral Coset Problem claim. They published a machine-checked formal proof, in the same archive and under the same scrutiny norms as the original claim, and settled the question in nine days. Compare that to HAWK, which took an AI model to find what two years of accredited human review missed. Two different failure modes, two different resolution speeds, both landing inside a single month. Boards that built a monitoring cadence assuming cryptographic disputes take years to resolve are working from the wrong clock.

  • The DCP refutation closes an item flagged as open in the prior edition. It does not reopen ML-KEM, ML-DSA or any deployed standard. It confirms the standard held, and it confirms the verification mechanism, formal proof plus published code, worked faster than any governance process I am aware of could match. Ask your cryptography lead whether they logged the original claim, and whether they logged the refutation with equal attention. Few will have done both.

  • Utah's executive order is not, on its own, consequential. What is consequential is that it is not the first, and will not be the last, state-level quantum coordination structure to appear this year, each built on the same federal hook, Executive Order 14413, each producing its own landscape report on its own timeline. Organisations operating across US states should expect a patchwork of sub-national quantum policy, the way data-privacy law patchworked after individual states moved ahead of federal legislation. Build for fragmentation now, not after the second or third state order lands.

  • Quantinuum's CHIPS R&D Office letter of intent and its Quanta Computer manufacturing agreement, two days apart, are the same story told twice: quantum hardware has a supply chain problem now being treated as seriously as the physics problem. A letter of intent commits nothing financially. A manufacturing collaboration agreement with no disclosed terms commits nothing measurably. Track the next filing, not this week's announcement, before crediting either as delivered capability.

  • Google shipping post-quantum secure boot into a consumer phone is operationally more mature than any other PQC deployment in this edition, sovereign tenders included, because it ships to retail on 20 August with a fixed customer base and no pilot phase. Set Titan M3's timeline against Israel's Project Nexus tender from two weeks ago, still without published technical specifications, and the gap between hyperscaler execution and sovereign procurement execution is the more useful benchmark than any vendor roadmap slide.

  • Quantum Australia's independently modelled return figures are a governance template worth copying, not because the multipliers themselves are remarkable, but because a third party, not the programme office, produced them. Compare that to the volume of vendor-sourced market sizing that circulates unchallenged in this sector, and the standard Avant Group met should be the standard requested of every national quantum programme reporting economic impact.

The defining shift this week: verification is now the fast variable, and governance is the slow one. Cryptographic provenance resolved in nine days. A state government's quantum landscape report will not land until March 2027. Organisations that calibrate their own review cycles to the mathematics rather than to the governance timetable will misjudge both.

āš ļø Important - What Was NOT Missed

  • No credible evidence of near-term cryptographically relevant quantum advantage emerged this week.

  • Daniel Simon's Dihedral Coset Problem algorithm, covered as an open question in the prior edition, is now formally refuted. This edition treats the refutation as the confirmed event rather than re-explaining the original claim in full; see the dedicated Global section and SITG-Consulting Comment above.

  • South Korea's KCMVP hybrid-PQC certification track, ITCEN PNS's EdgeCrypto, reported in Korean press on 29 July and flagged as unconfirmed in the prior edition, produced no further dated development this week beyond the separate 13 August BTQ Technologies MOU covered above. The two remain distinct events and should not be conflated.

  • Taiwan's National Science and Technology Council named Academia Sinica's 20-qubit superconducting quantum computer among winners of its 2026 Future Tech Award on 10 August, reported by Digitimes and corroborated by NSTC's own published winners list. This item is noted here rather than given full section treatment because it recognises hardware unveiled in January 2026 rather than a new capability, and because this edition's Taiwan section covers the better-documented Quanta Computer manufacturing agreement instead.

  • Yonsei University's planned upgrade to an IBM Nighthawk processor, reported via a Seoul Economic Daily interview with Yonsei Quantum Initiative Director Jung Jae-ho on 12 August, is not included above. No primary IBM or Yonsei University announcement was located at time of writing, and the upgrade itself is not scheduled until November 2026. This item should be revisited once a primary source or the deployment itself confirms it.

  • A 16-qubit on-chip photonic measurement-based quantum computing demonstration from Hefei Guizhen Chip Technology and USTC received coverage dated 10-11 August, but the underlying preprint's posting date could not be confirmed with confidence inside this window at time of writing. It is excluded pending clearer primary-source dating rather than included on secondary-coverage dates alone.

  • A reported Quantinuum MOU with the Singapore Institute of Technology, dated 15 August in secondary aggregator coverage, could not be corroborated on Quantinuum's own press release index at time of writing and is excluded pending a locatable primary source.

  • The UK NCSC's phased PQC migration timeline, covered in prior editions, produced no new dated development this week; no UK sovereign-level signal was identified.
