🇰🇷 South Korea PQC Spotlight: High Capability, Master Plan in Motion, Mandates Not Yet Issued

South Korea is a global semiconductor and technology powerhouse.

It does not have a CNSA style, economy wide crypto retirement deadline, but it does have a government backed PQC Master Plan, sector wide pilots, and a national playbook aimed at transforming the country’s cryptographic infrastructure by 2035.


Industry is still moving faster than regulation, but the state is not passive. Korea is building a phased and coordinated PQC transition.


Government Posture: Master Plan and Pilots

MSIT, KISA, NIS, and ETRI are driving a national PQC Master Plan targeting full crypto system transformation by 2035. Government funded pilots run through 2028 across energy, medical, public administration, telecom, defense, automotive, finance, space, and IoT.


PQC is treated as national infrastructure with a goal of full cycle PQC self reliance by 2030.


Mandates are not yet issued.


Semiconductor Sector: The Real Driver

Samsung Electronics and SK Hynix run crypto agility programs for mask files, OPC models, PDKs, and design IP. PQC evaluations cover fab to fab encrypted channels, vendor tool access, and secure process control telemetry. PQC ready firmware signing is underway. Global pressure from export controls, EU certification, and hyperscalers drives adoption.


Electronics Sector

Samsung Knox is testing PQC for firmware signing, secure updates, device identity, and PQC enabled TLS. LG Electronics is assessing PQC for automotive, smart home, and industrial IoT.


Telecom Sector

SK Telecom leads with QKD deployments, PQC integration for SIM and eSIM identity, and quantum safe 5G and 6G architecture work. KT and LG U Plus are evaluating PQC.


Financial Sector

Korean banks are running PQC pilots for secure messaging and interbank channels and aligning with global payment network requirements.


Academia and Research

KAIST, POSTECH, Seoul National University, and ETRI provide deep PQC and quantum capability. Korea holds more PQC patents than the United States.


Supply Chain and Export Controls

Korean manufacturers must align with PQC to ship globally. Export controls, EU certification, automotive standards, and hyperscaler requirements will force adoption before mandates arrive.


Bottom Line

South Korea is technically strong, strategically coordinated, and industry driven. Mandates lag behind global compliance pressure, but the country now operates under a PQC Master Plan, sector wide pilots, and a 2035 national crypto transformation target. The gap is not technology. The gap is the timing of national enforcement.
