🇮🇳 India PQC Spotlight: National Quantum Mission, Sovereign Algorithms, Accelerated Infrastructure

India is emerging as Asia’s most assertive sovereign adopter of Post Quantum Cryptography. Under the National Quantum Mission and MeitY’s PQC Task Force, the country is driving a three phase migration plan backed by domestic testing and procurement requirements. PQC has moved from research into a core element of digital sovereignty and critical infrastructure security.


Government Posture: NQM Steering and Indigenous Sovereignty

DST, MeitY, C DOT, CERT In, and DSCI lead a dual track approach aligned with NIST while advancing indigenous standards. Milestone 1 by end 2027 requires CBOM inventories and quantum risk governance. Milestone 2 by end 2028 targets high priority migrations and hybrid PQC deployments. Milestone 3 by end 2029 aims for full PQC transition across critical infrastructure. Procurement rules favor sovereign grade quantum safe solutions.


Critical Infrastructure: Hybrid PQC and QKD Backbone

India is building a dual track architecture combining PQC with targeted QKD systems and long distance quantum links for strategic use. Power grid SCADA, railway signaling, and telecom networks are prioritized for crypto agility and hardware upgrades.


Financial Sector: BFSI and Digital Infrastructure

Banking, financial services, and insurance are Priority 1. RBI and SEBI are integrating quantum risk into technology risk and compliance. UPI gateways, SWIFT nodes, and Aadhaar linked systems are expected to adopt PQC capable key exchange and API signatures.


Telecom and Identity: C DOT and DPI Upgrades

C DOT leads telecom validation and backbone testing. PQC integration is planned for Aadhaar, Digilocker, eKYC, SIM authentication, 5G core security, and encrypted transport.


Tech and Supply Chain: Testing and Certification

India is building Tiered national evaluation infrastructure under TEC, STQC, and BIS. Vendors serving government, defense, or critical infrastructure must demonstrate crypto agility and supply chain transparency, driving adoption of domestic PQC standards.


Academia and Research: Indigenous R and D

IITs, IISc, and C DAC lead applied cryptanalysis, indigenous algorithm development, and HSM design, focusing on sovereign PQC primitives, post quantum PKI, and hardware side channel defenses.


Regulation and Bottom Line

Policy is shifting from guidance toward enforceable procurement controls and sector compliance, anchored in NQM milestones and CERT In mandates. India is taking a sovereign, high velocity approach to post quantum readiness and building an end to end quantum resilient digital economy.
