Brazil is entering the PQC transition through regulatory updates, federal digital signature modernization, and early quantum technology pilots. The country is not yet at the maturity of Singapore or India, but it has taken a decisive step by formally adopting NIST aligned PQC algorithms inside its national PKI. This marks Brazil’s shift from exploratory research toward structured national security uplift.
Government Posture: ICP Brasil PQC Adoption
Brazil issued ITI Normative Instruction No. 35, updating the national PKI to include ML DSA and ML KEM. This is Brazil’s first binding PQC regulation and moves the country from reactive crypto policy to proactive quantum resilient infrastructure. The federal digital signature service used across GOV.BR is being evaluated for PQC migration, with phased deployment recommended due to legacy interoperability and cost constraints.
National Strategy: Roadmap Under Development
Brazil does not yet have a formal national quantum strategy. MCTI launched a roadmap initiative to define the country’s long term posture, expected to shape PQC, quantum networking, and critical infrastructure priorities.
Critical Infrastructure: Early Pilots
Brazil’s quantum infrastructure is still early stage. LNCC Petrópolis runs hybrid quantum classical trials. Labs in Campinas and Recife are expanding photonics, sensors, and cryogenic hardware research. These efforts are foundational but not yet tied to mandatory PQC uplift for national critical infrastructure.
Digital Signatures and Public Services
Brazil’s digital signature ecosystem is one of the first domains targeted for PQC transition. RSA dependence and GOV.BR scale make this a priority migration area. PQC deployment here is likely to become Brazil’s first large scale implementation.
Industry and Research
Brazil’s quantum ecosystem is expanding through public private pilots. IBM Quantum supports medical modeling at Albert Einstein Hospital. Natura and Co use quantum enhanced materials discovery. QuaTI develops middleware bridging NISQ devices and classical analytics. Industry adoption of PQC remains limited but is growing.
International Alignment
Brazil joined the Latin American Quantum Alliance, focusing on standards harmonization and regional collaboration. This will influence future PQC interoperability and regulatory alignment.
