This week I read the best description of how to measure success against quantum risk. It comes from a recent Department of War (DoW) strategy document, and it is a breath of fresh air.


๐ˆ ๐ช๐ฎ๐จ๐ญ๐ž: "Quantum resistance is not achieved when PQC is rolled out, but when quantum-vulnerable solutions are deprecated."


Let's dissect what that means because it cuts straight through the marketing theatre dominating cybersecurity right now.


๐ƒ๐ž๐Ÿ๐ข๐ง๐ž:"Quantum-Vulnerable"


Any algorithm or system relying on classical mathematics such as RSA or ECC that a cryptographically relevant quantum computer can break. If an adversary can intercept your data today and decrypt it tomorrow, or forge trust in the future, it is quantum-vulnerable.


๐ƒ๐ž๐Ÿ๐ข๐ง๐ž: "Solutions"


A solution is not just software or an algorithm library. It is the entire cryptographic ecosystem: HSMs, PKI and trust chains, entropy sources, embedded firmware and supply-chain dependencies.


๐ƒ๐ž๐Ÿ๐ข๐ง๐ž: "Deprecated"


Deprecated does not mean running something new alongside something old. It means deactivated, removed and prohibited. If a legacy fallback remains, it is not deprecated.


Therefore, "Hybrid" Won't Work


Running PQC alongside legacy cryptography is a transition strategy, not an end state. If classical algorithms remain available, they remain part of the attack surface. A quantum-vulnerable dependency anywhere in the lifecycle means the risk still exists.


๐–๐ก๐š๐ญ ๐ˆ๐ฌ ๐„๐ฑ๐ฉ๐ฅ๐ข๐œ๐ข๐ญ๐ฅ๐ฒ ๐Ž๐ฎ๐ญ ๐จ๐Ÿ ๐’๐œ๐จ๐ฉ๐ž?


The DoW strategy is clear about what does not count as quantum resistance:


No Quantum Theatre: QKD, quantum networking and non-local quantum randomness generation.


No Band-Aids: Larger RSA key sizes, PSK schemes and PQC proxy solutions.


There is no magic hardware patch or networking trick that avoids the need for real infrastructure transformation.

Turning on the new maths is the easy part. The real challenge is the systematic removal of decades of cryptographic debt. A mission thread is only quantum-resistant when no vulnerable algorithm survives anywhere across the ecosystem.
